Anybody aware of details of eligibility for this rebate when filing their NJ state tax? Also, has anyone obtained this rebate?

Most newport rental buildings are not eligible for the rebate since they are all under tax abatement.
Dont bother to apply for this rebate as I did last year and got a notice that we are not eligible.
Also, the management put up notices in the building (too late though)
