Construction On Waterfront

Does anyone know exactly what they are doing on the waterfront next to the tunnel building, and how long it is going to go on for? Also, what is going on with that skanky patch of land beyond the dog run? It's a muddy, watery mess which kind of ruins the place.

I've heard that Lefrak intends to build another 4,000 units there. And a convention hall.
